Licensing of export and import of goods in 2025 and quota volumes: Government resolution

The Cabinet of Ministers approved the lists of goods, the export and import of which are subject to licensing, as well as quotas for 2025. The relevant decision was made at the Government meeting on December 24, 2024.

“Annual licensing and quotas prevent a possible shortage of important goods on the domestic market. For example, after Russian troops occupied Soledar, there is a shortage of table salt on the Ukrainian market. Therefore, we have extended the licensing and quota regime for the export of these products. As soon as the domestic market becomes surplus, such restrictions will be lifted,” explained Deputy Minister of Economy of Ukraine – Trade Representative of Ukraine Taras Kachka.

The Government also approved licensing and quotas for the export of:

  • gold, silver and scrap precious metals
  • coking coal (only grade “K”)
  • fuel oil
  • natural gas of Ukrainian origin.

As for imports, ozone-depleting substances and fluorinated greenhouse gases, as well as equipment and goods that may contain them, will be licensed and quotas will be applied.

The government resolution also extends the licensing of exports of certain types of agricultural products (grains and oilseeds) to the Republic of Bulgaria, Romania, the Slovak Republic, Hungary and the Republic of Poland until 2025. And within the previously determined quota, a licensing and quota regime is established for the export of sugar and poultry meat to EU countries.
