Dnipropetrovsk Investment Agency (DIA) has prepared an overview of the international cooperation of Ukraine and Dnipropetrovsk region amid the aggression of the russian federation. The material focuses on the support of the Poland and foreign trade indicators based on DIABASE data.
Poland remains one of Ukraine’s key partners in countering russian aggression. The assistance covers military, logistical, humanitarian, political and economic spheres, as well as support for Ukraine’s future reconstruction. The total value of Polish military support for Ukraine has reached approximately 15 billion zlotys (over $4 billion). Poland remained among the states that have transferred the largest quantities of heavy weaponry to Ukraine since the beginning of the full-scale invasion.
On international platforms, Polish leadership continued to advocate for maintaining sanctions against russia, increasing military aid to Ukraine, and strengthening security guarantees for Kyiv. Poland also insisted on maintaining a high level of international attention to Russian aggression and the need for continued support for Ukraine.
Poland continued to play the role of one of the main logistical hubs for international aid to Ukraine. The logistics hub in the Rzeszów area handled the vast majority of military cargo arriving from NATO member states and Ukraine’s partners. Polish infrastructure ensured the transportation of weapons, ammunition, air defense systems, armored vehicles and other military equipment for the needs of Ukraine’s Defense Forces. According to Polish estimates, over 95% of international military aid to Ukraine passes through this hub.
In December 2025, Poland joined a joint initiative with Germany and Norway to strengthen Ukraine’s defense capabilities. The countries announced the allocation of an aid package worth $500 million under the PURL (Prioritised Ukraine Requirements List) mechanism, coordinated through NATO and providing for the procurement of American-made weapons and military equipment for Ukraine. The package covered air defense systems, ammunition and other critically important equipment. Poland provided funding in the amount of $100 million.
In addition to weapons transfers, Poland continued training Ukrainian military personnel within the frameworks of NATO and EU programs, and also participated in the coordination of international military support. Polish territory was used as one of the key training centers for Ukrainian military units.
Poland consistently supports Ukraine’s accession to the European Union and NATO. In May 2025, a cooperation agreement in the field of regional policy was concluded between the two countries, providing for Poland’s support of the negotiation process regarding Ukraine’s EU membership, as well as the involvement of Polish companies in the restoration of Ukrainian regions.
In April 2025, Poland launched a state preferential lending program — the “Loan for Participation in Ukraine’s Reconstruction” — worth 250 million zlotys (approximately $67 million) for companies implementing reconstruction projects in Ukraine. Loans are provided on preferential terms for up to 12 years at 2% per annum. The program is aimed at developing infrastructure, logistics, industry, healthcare and bilateral trade.
Poland also actively promoted its business community’s participation in Ukraine’s post-war reconstruction, supported investment projects and created financial mechanisms for Polish companies operating in the Ukrainian market.
In June 2026, Poland will host the Ukraine Recovery Conference (URC 2026) in Gdańsk — one of the most important international platforms dedicated to Ukraine’s reconstruction and modernization. The Conference will serve as a platform for presenting investment opportunities in Ukrainian regions, establishing partnerships and attracting international financing. Dnipropetrovsk region will present a number of investment projects at the event, focused on industrial development, energy resilience, infrastructure, healthcare and territorial reconstruction. Participation in URC 2026 creates additional opportunities for attracting international investors and donors to regional development projects.
At present, 19 Polish companies are operating in Dnipropetrovsk region, having invested $23.8 million in the regional economy. Poland is one of the region’s main foreign trade partners, ranking 1st among exporting countries and 4th among importing countries worldwide.
Based on the results of 9 months of 2025, the volume of goods exported from Dnipropetrovsk region amounted to $659.1 million, a decrease of 1.6% compared to the corresponding period of 2024. Polish enterprises primarily purchase ores, slag, ferrous metals and products thereof, fats and vegetable oils and others.

Over 300 enterprises of Dnipropetrovsk region exported their products to the Polish market, including enterprises of the mining and metallurgical complex, as well as food and processing companies.

Imports of goods from Poland to Dnipropetrovsk region increased by 2% compared to the corresponding period of 2024 and amounted to $313.6 million.

Over 660 importing enterprises in the region purchased milk and dairy products, petroleum and petroleum distillation products, essential oils, plastics and polymer materials, machinery and equipment and others.

Import operations were primarily carried out by enterprises in the metallurgical, food and processing industries, as well as trading companies.
