Strategic partnership between Ukraine and Romania: assistance, cooperation, recovery

Dnipropetrovsk Investment Agency keeps introducing about the level of Ukraine and Dnipropetrovsk region cooperation with other countries amid the unprovoked military aggression by the russian federation. For now, we propose an overview of the assistance provided by Romania and the foreign trade volume figures, which is derived from DIABASE data.

Romania is one of Ukraine’s key partners in the war against russian aggression. It provides military, humanitarian, and economic support, making a significant contribution to strengthening Ukraine’s defense capabilities and economic resilience. Cooperation between the two countries is strategic in nature and covers both military-technical assistance and joint implementation of European projects. In June 2025, President Nicușor Daniel Dan confirmed his unwavering support for Ukraine and its Euro-Atlantic aspirations, and expressed his readiness to promote reforms and strengthen defense capabilities.

Military assistance

Since the beginning of the full-scale invasion, Romania has provided Ukraine with significant practical assistance — 22 tranches of military support. In October 2024, Bucharest handed over the Patriot air defense battery to Kyiv, which plays a critical role in defense against missile attacks by the Russian Federation.

Romania also became one of the leaders of the international coalition for the training of Ukrainian F‑16 pilots, in the training center with the participation of the Netherlands and the Lockheed Martin corporation (USA). The first Ukrainian pilots began training in September 2024.

In addition, official Bucharest joined the international training program for the Ukrainian military organized by the United Kingdom, and also announced plans to train Ukrainian marines. The two-year programme will take place in the central part of the country.

A volunteer Romanian-Moldovan battalion is also fighting on the side of Ukraine, which became active in 2024 and became part of the International Defense Legion of Ukraine. The unit took part in offensive operations, in particular in the Kursk direction.

Economic, logistical and humanitarian assistance

Due to the blockade of Ukrainian seaports, Romania became a key partner in providing alternative grain export routes. The port of Constanta became the main transit hub, through which millions of tons of agricultural products were exported. The Danube ports of Galati, Braila, and Sulina also played an important role. To increase the efficiency of grain transshipment on the Romanian side, dredging work was carried out on the Sulina Canal, which made it possible to increase transport volumes.

In addition, Romania took a number of measures to improve transport infrastructure: the number of border crossing points was increased, the capacity of railways was increased, and customs procedures were optimized.

Bucharest played an active diplomatic role in promoting the expansion of the “grain corridor” and participating in negotiations to ensure the safety of shipping in the Black Sea.

In 2025, Romania joined the European InvestEU initiative, providing €43.75 million in export guarantees to support Romanian companies cooperating with Ukraine. This is part of a broader program with a total budget of €300 million. The initiative stimulates exports to Ukraine of products that are critical for economic recovery — machinery, construction materials, advanced technologies, and services. Thanks to guarantees from the EIF (European Investment Fund), Romanian small and medium-sized businesses can safely operate in the Ukrainian market even during wartime, in particular by receiving financial protection.

The volume of exports of goods from Dnipropetrovsk region amounted to $254.6 million. The region’s share in Ukraine’s total exports to Romania is 14.4%. Romanian companies mainly purchase ferrous metals and products thereof, fats and vegetable oils, ores, slag, etc.

More than 160 enterprises in Dnipropetrovsk region exported their products to the Romanian market, including mining and metallurgical companies, processing industries and agricultural enterprises.

Imports of goods from Romania to Dnipropetrovsk region increased by 12.5% compared to 2023 and amounted to $49.96 million.

The 150 importers in the region purchased mostly Romanian goods, namely mineral fuels, pharmaceutical products, plastics and polymer materials, inorganic chemical products and others.
