Support from Moldova to Ukraine: humanitarian aid and political solidarity

Since the start of the full-scale invasion of russia, Moldova has consistently supported Ukraine, despite its own vulnerability, limited economic indicators and complex security situation. Chisinau has not only politically condemned the aggression and supported the territorial integrity of Ukraine, but has also taken on a significant humanitarian aid: since 2022, more than 700,000 Ukrainians have passed through Moldova, of whom about 100,000–120,000 have remained in the country for a long time, receiving temporary protection, access to housing, education and medical care. Moldova sent humanitarian aid to Ukraine, simplified the transit of aid and supplies, participated in European initiatives to support Ukraine and joined restrictive measures against Russia to the extent permitted by its neutral status and economic capabilities.

In 2025, the Republic of Moldova continued to support Ukraine in its war against russia, primarily through humanitarian, social and political cooperation. On September 4, Ukrainian Ambassador to the Republic of Moldova Paun Rogovei took part in another batch of humanitarian aid for Ukraine from the company Medeferent. The value of this humanitarian cargo is over €100,000. The company, which specializes in the distribution of medicines, has been systematically providing humanitarian cargo to Ukrainian hospitals, including military medical facilities, since 2022. Each shipment contains urgently needed medicines.

On January 25, an official meeting between Ukrainian President Volodymyr Zelenskyy and Moldovan President Maia Sandu took place in Kyiv, during which both leaders announced a joint statement on mutual solidarity and support in the face of russian aggression. In the document, the leaders emphasized the importance of partnership based on the principles of good neighborliness, shared democratic values and respect for international law, and confirmed their unconditional support for the sovereignty, independence, territorial integrity and Euro-Atlantic prospects of both states. Moldovan President Maia Sandu expressed her strong solidarity with Ukraine and the Ukrainian people, highlighting that Chisinau not only condemns russian aggression but also continues to provide practical assistance, particularly in the area of humanitarian support for victims and displaced persons and is ready to support the efforts of Kyiv in post-war recovery.

The Moldovan government has intensified cooperation with Ukraine in the field of social policy and citizen protection. In December 2025, an online dialogue took place between the ministers of social protection of both countries, which was devoted to strengthening cooperation in social security, protecting the rights of Ukrainian children in Moldova, plans for their safe return and coordinating efforts to reintegrate those returning after a temporary stay abroad.

At the political level, Moldova takes a clear stance condemning russian aggression, emphasizing the importance of the complete withdrawal of russian troops from the temporarily occupied territories of Ukraine, support for the international legal system and security guarantees for Ukraine.

In 2024, trade relations between Ukraine and Moldova continued to strengthen, demonstrating positive dynamics in trade turnover and certain structural changes that took place against the background of the adaptation of both economies to the conditions of prolonged war and changes in logistics chains. At the end of the year, trade turnover between Ukraine and Moldova grew to approximately $1.1 billion, demonstrating not only the recovery of bilateral trade but also an increase of about 12% over pre-war levels. This growth was due to active interaction between business communities and the partial return of commercial traffic, which had been blocked in previous years by the war and logistical limitations.

The main groups of Ukrainian exports to Moldova included industrial goods, agricultural, metal and food products, as well as electrical equipment and plastics. Ukraine imports mainly consumer and industrial goods from Moldova. These are primarily food products (wines, juices, fruit and vegetable products), oil products, light industry products, electrical equipment, plastics, and others.

Moldova remains an important trading partner for Dnipropetrovsk region as well. The level of partnership is evidenced by a bilateral analysis of external activities.

Moldovan companies are most interested in ferrous metals and products thereof, plastics and polymer materials, meat and edible by-products, finished grain products, etc. The volume of exports of goods from Dnipropetrovsk region amounted to $120.4 million, an increase of 19.4% compared to 2023.

More than 270 enterprises in Dnipropetrovsk region exported their products to the Moldovan market, including metallurgical, food and processing industries.

In turn, more than 50 importing companies in the region bought Moldovan goods the most, specifically: alcoholic beverages, sulfur, salt, ferrous metals, oil and its distillation products, vegetable processing products and others. Imports of goods from Moldova to Dnipropetrovsk region increased by 49.3% and amounted to $30.3 million.
