The Kingdom of Denmark and Ukraine: strategic support in the war and economic development

Dnipropetrovsk Investment Agency keeps introducing the level of cooperation between Ukraine, Dnipropetrovsk region and other countries amid the unprovoked military aggression of the russian federation against our state. In this publication, we offer an overview of the support provided by the Kingdom of Denmark and the volume of foreign trade, based on DIABASE data.

Since the beginning of the full-scale war, Denmark has become one of the most active partners of Ukraine among European Union and NATO countries. The Danish government has established a special Fund for Support of Ukraine, designed to last several years, through which military, humanitarian, and economic aid is provided. The total amount of aid amounts to tens of billions of Danish kroner, making Denmark one of the leaders in terms of the volume of support relative to the size of its own economy.

Support is provided in several key areas:

  • military support;
  • funding for Ukraine’s defense industry;
  • transfer of equipment and weapons;
  • training for Ukrainian military personnel;
  • humanitarian and economic aid;
  • joint international defense projects.

The largest part of the aid consists of military support. Denmark regularly approves new aid packages for the Armed Forces of Ukraine.

In 2024, more than 4.4 billion kroner ($0.68 billion) was allocated for military aid, including artillery, ammunition, and air defense systems. In 2025, Denmark approved a major aid package worth approximately 6.7 billion kroner (nearly $1 billion), which includes air defense systems, artillery, and ammunition, funding for Ukrainian defense companies, as well as support for Ukraine’s air force. In addition, in 2025, a separate package worth 1.4 billion kroner ($0.22 billion) was approved for the purchase of weapons and equipment and to fund production in Ukraine.

In 2024–2025, Denmark, as part of an international coalition alongside the Netherlands, transferred F-16 fighter jets to Ukraine to strengthen the Air Force. In total, Denmark has promised to provide 19 F-16 aircraft, which are being delivered in phases following the training of Ukrainian pilots and technical personnel. The first aircraft were delivered in 2024, with deliveries continuing in 2025. In addition to the fighter jets themselves, Denmark is funding military training, aircraft maintenance, the development of necessary infrastructure, and the provision of weapons for their use, enabling Ukraine to more effectively defend its airspace and critical infrastructure during the war.

In 2026, Denmark continued its military support for Ukraine in cooperation with other European countries, notably Sweden. A key area of focus was joint participation in funding the procurement of air defense systems for Ukraine in response to ongoing missile and drone attacks by the Russian Federation. The allocated funds are directed toward the purchases of modern air defense systems within the framework of international defense programs involving European countries and NATO. This helps strengthen the protection of Ukrainian airspace, reduce the threat to the civilian population, and ensure the stable operation of energy and transportation infrastructure.

In addition, the Kingdom of Denmark is participating in long-term projects to develop Ukraine’s air defense system. Part of the assistance is directed toward maintaining the transferred weapons, training military specialists, and supplying ammunition. This approach reflects a shift from onetime assistance to systematic and sustained support for Ukraine in the areas of security and defense.

In addition to military support, Denmark provided economic and humanitarian aid to Ukraine in 2025 and early 2026. Funds were allocated for infrastructure reconstruction, support for the energy system, and assistance to hospitals and social institutions. The Danish side has repeatedly emphasized that support for Ukraine is a crucial component of ensuring security throughout Europe, which is why aid is planned several years in advance.

On March 2, 2026, the Ukraine–Denmark Business Partnership and Investment Forum was held in Kyiv, organized with the participation of government agencies from Ukraine and Denmark, international financial institutions, and business representatives. The event took place as part of a visit by an official Danish business delegation and was aimed at expanding economic cooperation between the countries, attracting investment, and supporting Ukraine’s reconstruction during the war. During the forum, investment projects, financial instruments for their implementation, and partnership opportunities in the fields of defense, the maritime sector, critical infrastructure, and industry were presented. Particular attention was paid to establishing direct contacts between Ukrainian and Danish companies, which should contribute to long-term economic cooperation and Denmark’s participation in the recovery of the Ukrainian economy.

As of September 2025, $265.2 million in investments from Denmark had been attracted to the Ukrainian economy. Nearly 470 companies with Danish investments operate in Ukraine across the sectors of industrial production, agriculture, energy, transportation, logistics, construction, IT, and trade. A significant number of these companies participate in projects to modernize infrastructure, develop renewable energy, and introduce modern technologies in manufacturing. Danish companies are also joining Ukraine’s recovery programs by investing in the reconstruction of enterprises, the development of the port and transport sectors, and the creation of new jobs, which helps strengthen economic cooperation between Ukraine and Denmark even amid the war.
