The largest grant-giving countries for Ukraine during the war

During almost three years of war, Ukraine has received significant international financial assistance from various countries and organizations. According to the Ministry of Finance of Ukraine, as of December 4, 2024, the total amount of external financial assistance amounted to $105.9 bln. The largest donors were the European Union ($40.5 bln), the United States of America ($29.8 bln), and the International Monetary Fund ($11.4 bln).

The total amount of grant assistance provided to Ukraine for the period from 2022 to 2024 is more than $11.6 bln. Grant assistance was provided by the United States, Japan, Norway, Germany, Spain, Finland, Switzerland, Ireland, Belgium, Iceland, and other countries.

The United States of America (USA) provided grant support to Ukraine through various programs aimed at developing civil society, education, economic recovery, and other areas.

  • The largest USA donor in Ukraine was the USAID program. In 2024, Ukraine received $3.9 bln in direct budgetary assistance through USAID programs, a grant that went to the state budget on non-refundable terms to finance non-military expenses. The largest amount of USAID funding went to economic development programs ($1.05 bln), humanitarian aid ($580 mln), and democracy and human rights programs ($340 mln). As of the end of 2024, 39 USAID programs were being implemented in Ukraine, which have now been suspended.
  • The PEACE in Ukraine project: The USA, along with other donors, provided grant support to Ukraine through the World Bank’s Public Expenditures for Administrative Capacity Endurance (PEACE) project.

Japan provides grant support to Ukraine through several programs aimed at developing local communities, improving social conditions, and rebuilding infrastructure. Here are some of them:

  • Grant of up to €20,000 for energy-efficient equipment for micro and small enterprises – the Entrepreneurship Development Fund (EDF) and GIZ provide an opportunity to receive a grant for the purchase of energy-efficient equipment, autonomous energy sources and energy storage equipment for micro and small enterprises in Ukraine.
  • Grant of UAH 2 bln from Germany to support business – support for Ukraine’s economy through the 5-7-9% program. The grant funds of almost UAH 2 bln (€50 mln) are aimed at continuing the business support program.
  • PEACE in Ukraine project: Germany, along with other donors, provided grant support to Ukraine through the PEACE in Ukraine project.

Spain actively supports Ukraine through various grant programs aimed at restoring and developing key sectors of the economy. Here are some of them:

  • Access to Spanish state recovery funds – financing projects to restore Ukraine’s infrastructure and economy with a budget of €50 mln.
  • Spain has also joined in providing grant assistance to Ukraine through the PEACE in Ukraine project.
