Starting March 10, 2025, the Ministry of Agrarian Policy and Food of Ukraine is launching the eKonopli electronic system.
The main goal of the system is to improve state agricultural policy, restore Ukraine’s leadership in the cultivation of industrial hemp and reduce possible corruption and abuse risks.
“The new eKonopli service will contribute to the development of this industry, as the use of industrial hemp is extremely wide – from light and food industries to pulp and paper. Hemp is a high-margin niche crop that has ample opportunities for processing,” said Vitaliy Koval, Minister of Agrarian Policy and Food of Ukraine.
The implementation of the system will ensure the publicity and openness of the industrial hemp market. As a result, it will lead to the growth of entities engaged in sowing, growing and processing of hemp for industrial purposes in domestic and foreign markets. It will also make it possible to generate objective statistical and analytical data on industrial hemp.
Legal entities engaged in sowing, growing and processing of hemp for industrial purposes have access to the following modules in the system:

In addition, the activities of legal entities are greatly simplified. Previously, obtaining a license for the production of industrial hemp took up to 3 months. Now, in accordance with the Order of the Ministry of Agrarian Policy of August 16, 2024 No. 2692 “On Approval of the Procedure for Maintaining the Register of Legal Entities Engaged in Sowing, Growing and Processing of Hemp for Industrial Purposes”, it is enough to register in the Register of Legal Entities Engaged in Sowing, Growing and Processing of Hemp for Industrial Purposes and there is no need to obtain licenses and quotas.
The eCannabis system is implemented by the Ministry of Agrarian Policy and Food of Ukraine in partnership with the Ministry of Digital Transformation of Ukraine under the EGAP Program, implemented by the East Europe Foundation with the support of the Swiss government. The European Union’s Institutional and Policy Reform for Smallholder Agriculture in Ukraine (IPRSA) project also joined the program.
The registry was created on the basis of Diia.Engine, a platform launched by the Ministry of Digital Transformation. The use of this development helped to significantly save time and resources while working on the registry.
