The Netherlands’ support to Ukraine: strategic partnership, military and humanitarian aid

The Netherlands has become one of Ukraine’s key partners in the struggle against the russian aggression. The Kingdom provides comprehensive support, including funding for humanitarian initiatives, rebuilding infrastructure, assisting war victims, and providing medicines and essential goods. The Netherlands is also actively involved in the investigation of human rights violations and international humanitarian law.

Since the beginning of the full-scale invasion by Russia in 2022, the amount of aid provided to Ukraine has exceeded €10 billion. This demonstrates the Netherlands’ unwavering commitment to supporting the independence, territorial integrity and European course of Ukraine. The Netherlands remains a reliable strategic partner – on the battlefield, in the humanitarian sphere, in security building and in regional economic recovery. Its assistance is timely, large-scale and targeted.

Strategic partnership

In 2024, Ukraine and the Netherlands signed a ten-year Agreement on Security Cooperation, which became the basis for a strategic partnership between the two countries. The document covers a wide range of issues: military, political, economic, and humanitarian support, as well as assistance in the Euro-Atlantic integration of Ukraine.

In May 2025, the parties signed a Memorandum of Understanding on Critical Infrastructure Protection. The document provides for the experience exchange in threat detection, risk assessment, and building resilient systems.

Also in May 2025, the Minister of Internal Affairs of Ukraine, Ihor Klymenko, met with the Minister of Justice and Security of the Netherlands, David Martijn Van Weel. Key topics covered countering illegal arms trafficking, investigating war crimes, strengthening cybersecurity, and protecting critical infrastructure.

Military assistance

In 2024, the Netherlands provided more than €3 billion in military aid to Ukraine (against €2 billion planned). In 2025, the amount of this support increased significantly. The main components:

24 F-16 fighter jets (some have already been delivered);
Patriot air defense systems (radars and launchers);
Leopard 2 tanks, CV90 combat vehicles, artillery, drones.

Separately, the Netherlands is investing €400 million in the production of CV90 Panther combat vehicles together with Denmark and Sweden.

In addition, in 2024, €60 million was allocated for the development of drone technologies. The funding includes support for Ukrainian manufacturers under the ZBROYARI: Manufacturing Freedom initiative, which aims to raise $10 billion for localized arms production.

The Kingdom of the Netherlands participates in the Ukrainian military training. A total of 35,000 servicemen have already been trained, including as part of Operation Interflex. The Ukrainian Navy is currently training in the Netherlands on minesweepers, which will be provided to the Ukrainian Navy in 2025.

Financial and humanitarian support

In 2024, the Netherlands accelerated the disbursement of €3.5 billion in financial support to Ukraine, providing €2 billion ahead of schedule. Specific areas:

€8 million to support the Human Rights Monitoring Mission to Ukraine (HRMMU);
€20 million to restore and protect the energy system;
€7 million as an additional contribution to NATO’s Comprehensive Assistance Package (UCAP), which includes fuel, medical equipment, winter gear and anti-UAV equipment.

Cooperation with Dnipropetrovsk region

The current level of economic relations between Dnipropetrovsk region and the Netherlands indicates a strong potential for further growth. There are 32 companies with Dutch capital operating in the region, and the total volume of investments exceeded $1.5 billion, which is about 30% of all foreign investments in the region.

In 2024, the Netherlands invested in the development of industrial production, the agricultural sector (including horticulture), as well as in strengthening the region’s logistics and trade capabilities.

The Netherlands is an important trade partner of Dnipropetrovsk region. The high level of partnership is evidenced by the level of foreign economic activity. Dutch companies are most interested in fats and vegetable oil, ferrous metals and products made from them, meat and edible offal, etc. According to the results of 2024, the volume of exports of goods from Dnipropetrovsk region amounted to $69.5 million and decreased by 23.8% compared to 2023.

Over 60 companies of Dnipropetrovsk region have exported their products to the Netherlands market, including metallurgical enterprises, machine-building, processing and agricultural companies.

Imports of goods from the Netherlands to Dnipropetrovsk region increased by 21% compared to 2023 and amounted to $86.5 million.

More than 200 importers of the region bought dairy products, pharmaceuticals, live trees and other plants, machinery and equipment, cocoa and cocoa products, etc.

Import operations were mainly carried out by food and processing companies, trade and pharmaceutical companies.
