Ukraine approves National Energy and Climate Plan

The Cabinet of Ministers of Ukraine has approved the National Energy and Climate Plan (NECP) for the period up to 2030. The decision was made at a Cabinet meeting on 25 June. The NECP is a strategic document aimed at harmonising environmental, energy and economic policies for the sustainable development of Ukraine.

Ukraine has developed the NECP in accordance with the requirements of Regulation (EU) 2018/1999 and taking into account the best practices of EU member states, as part of its obligations as a contracting party to the Energy Community and in the process of acquiring EU membership.

“The Government approved the National Energy and Climate Plan on the same day that the EU accession negotiations started. This is symbolic, as the creation of this document is an important part of the European integration process. The National Plan was prepared in record time – less than a year. The investment needs range from USD 41.5 billion to USD 50 billion.

Its implementation will not only contribute to the decarbonisation of our country’s economy, but will also open up significant opportunities to attract resources for the Plan’s execution,” said Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.

The main goals of the NECP include the following:

  • reducing greenhouse gas emissions by 65% compared to 1990 levels;
  • reaching a 27% share of renewable energy sources in total final energy consumption;
  • deepening the diversification of energy sources and supply routes – no more than 30% from a single supplier;
  • primary energy consumption not exceeding 72.224 million tonnes of oil equivalent, final energy consumption 42.168 million tonnes of oil equivalent (toe).

“The timely adoption of the NECP by Ukraine is an important step to ensure that citizens and stakeholders in Ukraine understand the government’s priorities in energy and climate policy. This document will serve as a blueprint for Ukraine’s green reconstruction and rehabilitation, stimulating assistance from the international community. Attention now needs to be focused on implementing the planned policies and measures in line with the requirements of the Ukraine Facility and Energy Community legislation. The ongoing violent attacks on civilian and energy infrastructure necessitate continuous monitoring of the Plan’s implementation and continued high-level discussions on how Ukraine should adapt to the ever-changing circumstances. The Energy Community Secretariat stands ready to further facilitate this process by following our Recommendations published earlier this month,” said Artur Lorkowski, Director of the Energy Community Secretariat.

Over 1500 representatives of various sectors and stakeholders, including the Government of Ukraine, the Parliament, European partners, civil society, the public sector, local communities and representatives of neighbouring countries, took part in the discussions on the draft NECP.

“It is important for us that civil society has joined not only the discussions, but also the creation of a document that brings us closer to EU membership. We will work together to transform the NECP into concrete decisions, actions and investments. Cooperation between the state and civil society will contribute to the speed and success of the recovery,” said DiXi Group President Olena Pavlenko.

The Ministry of Economy of Ukraine, in close cooperation with the Ministry of Environmental Protection and Natural Resources and the Ministry of Energy, developed the draft National Plan. The main international partners in the development of the NECP were the Energy Community Secretariat and the European Commission, which provided advice and comments throughout the entire process of the NECP development. The British Embassy in Ukraine, the Net Zero World Initiative and the United Nations Development Programme provided support for the development of the plan. The team that worked on the document included representatives of the DiXi Group think tank, the Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine, and independent experts.
