Ukraine is at the top of the list in Europe in terms of support for startups – ESNA

Ukraine was included in the European Startup Nations Alliance (ESNA) Report 2024 for the first time. In the ranking of 24 European countries, it was ranked fourth in terms of the level of implementation of Startup Nations Standards (SNS). One of the important components of this success was Diia, which helps Ukrainians quickly receive government services and register businesses.

Startup Nations Standards is a set of practices aimed at supporting entrepreneurship in the EU and developing startups into small and medium-sized innovative enterprises. The level of SNS adoption in Ukraine is 73%, which is significantly higher than the EU average of 61%.

Three main areas where Ukraine has achieved high results according to the ESNA 2024 report:

  • Speed of business creation – 100%. Ukraine is among the 17% of European countries where a company can be registered in one day. This has become a reality thanks to Diia’s digital services.
  • Access to finance – 100%. The programs of the Ukrainian Startup Fund (USF) have been recognized as a model of effective support for Ukrainian startups with access to the necessary funding.
  • Digital technologies and accessibility of public digital services – 100%. Ukraine has achieved full accessibility and has become one of the 18 countries in Europe with the highest level of digitalization. This achievement reflects the high level of development of digital infrastructure, which provides convenience for citizens and entrepreneurs, and creates a favorable environment for doing business in Ukraine.
  • Tax regulation and options – 100%. Ukraine has a favorable tax regime for tech companies called Diia.City. Among the many tools available to startups are options. This financial instrument allows startup employees to purchase shares in the company.

In this way, Ukraine is actively integrating into the European innovation space and developing a competitive startup ecosystem based on digital technologies.

The European Startup Nations Alliance (ESNA) is an organization that assesses the level of implementation of SNS standards in European countries, reflecting key achievements and the state of their startup ecosystems. In November 2024, Ukraine joined the map of European startup nations when the Ukrainian Startup Fund became a member of ESNA, creating new opportunities for the country in the field of innovation.
