Ukraine officially joins EU’s Roam like at Home zone

From 1 January 2026, Ukrainians will be able to use mobile services in 27 European Union countries without additional costs. Calls, SMS, and mobile internet will be available under the terms of their Ukrainian operator. Likewise, EU subscribers travelling to Ukraine will retain their home tariffs.

The Ukrainian Government and the EU Council have adopted a decision to mutually provide internal market conditions for roaming services. This effectively confirms Ukraine’s full integration into the EU’s Roam like at Home policy, the EU’s unified roaming zone.

Ukraine has become the first country outside the EU and the European Economic Area to join the EU’s single roaming zone. This unique milestone is further proof that Ukraine is already part of digital Europe.

Until the end of 2025, Ukrainians will continue to use mobile services in the EU on preferential terms, as before. The Joint Statement of Operators on preferential roaming has been extended until 31 December 2025.

The next step is the integration of Ukrainian and European networks to ensure full compatibility and a seamless user experience.

This decision was achieved through the joint efforts of the Ministry of Digital Transformation, the National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum and the Provision of Postal Services, mobile operators, European experts, the Ukrainian Mission to the EU, and the Verkhovna Rada’s Committee on Digital Transformation, with political support from the Government and Parliament.
