Ukraine ready to join EU’s electronic consignment note system

Ukraine has been successfully selected to participate in the EU4Digital pilot project. The project envisages joining the European Union’s unified electronic consignment note system – e-CMR.

“Over the past year, we have been actively working on the introduction of the electronic consignment note in Ukraine. We have business support in this area and are currently testing the product.

The transition to an electronic system will also have a positive economic effect – electronic invoices cost less than paper ones, and an environmental one – the rejection of paper documents will help preserve the environment. The advantage of the e-consignment note system in Ukraine is that it was developed immediately in line with European data exchange standards. This will make integration with the European e-CMR system easier. We are grateful to our European partners for supporting our initiative to join the EU’s single electronic consignment note system,” commented Anatolii Komirnyy, Deputy Minister for Communities, Territories and Infrastructure Development of Ukraine.

As part of the pilot, a working group has been formed to perform the following tasks:

  • assess the current state of affairs with the electronic exchange of information on freight transport in Ukraine;
  • develop a roadmap for the launch of electronic shipping documents for cargo transportation.

The roadmap will be developed during 2023 based on the assessment of the current state of affairs and will include an action plan for the integration of the EU and Ukraine’s electronic freight transport platform, in particular, the compliance of e-consignment notes with the standards for the exchange of electronic freight transport information (eFTI).

In the autumn of 2022, Ukraine started cooperation with Estonia to implement e-consignment notes for road freight carriers.

The electronic consignment note system is being implemented in partnership with the Ministry for Communities, Territories and Infrastructure Development of Ukraine with the support of the Ministry of Digital Transformation of Ukraine and USAID/UK aid Transparency and Accountability in Public Administration and Services (TAPAS) project, and with the participation of the Institute of Analytics and Advocacy, which is the administrator of the electronic consignment note system for the duration of the project.
