USA assistance to Ukraine in its war against russia: key support steps

Dnipropetrovsk Investment Agency keeps introducing about the level of Ukraine and Dnipropetrovsk region cooperation with other countries amid the unprovoked military aggression by the russian federation. For now, we propose an overview of the assistance provided by United States of America and the foreign trade volume figures, which is derived from DIABASE data.

United States has played a key role in supporting Ukraine since the start of full-scale invasion. Even in 2025, when the situation with aid was more complex and controversial USA continued to provide strategic support not only military, but also economic and investment. This assistance is important so that Ukraine can not only resist aggression but also plan for long-term post-war recovery.

Military support and armament

Since the start of the full-scale invasion on 24 February 2022, over $66.9 billion of military aid has been provided.

In July 2025, the US State Department approved a proposal to sell weapons to Ukraine worth approximately $322 million. This package includes two components approximately $172 million for HAWK air defense systems and about $150 million for Bradley infantry fighting vehicles, as well as related services, repairs and technical support. The support was aimed at modernizing the Ukrainian army, in particular, developing new capabilities, from air defense to the modernization of older weapons.

In August 2025, United States officially approved security aid packages for Ukraine under the Foreign Military Sales (FMS) programme worth over $200 million.  The first package (about $104 million) covers equipment, repair and technical support for M777 howitzers, while the second one (about $99.5 million) is dedicated to transportation, shipping and logistics.

Investment and economic partnership

United States and Ukraine have signed an agreement on minerals. As part of this agreement Reconstruction Investment Fund is being created to invest in strategic resources of Ukraine, rare earth elements and minerals. This agreement also provides for joint management of income and royalties, giving Ukraine the opportunity to control its resources in the long term.

In 2024–2025, American investors actively strengthened their presence in the Ukrainian defense technology sector, supporting the development of drones, surveillance systems and new defense solutions. As part of cooperation with the USA, several investment funds were created to direct resources into Ukrainian military start-ups and BRAVE1 ecosystem projects. The US also allocated about $1.5 billion to expand drone production in Ukraine in order to increase local manufacturing of critical technologies.

Humanitarian aid

Supplies until July 2025:

  • transformers and equipment for substations,
  • generators,
  • mobile power systems.
  • financing programmes
  • rebuilding hospitals,
  • supporting internally displaced persons,
  • modernizing water and heat supply systems.

The US government has also invested in psychological support, rehabilitation and protection programmes for vulnerable groups.

Intelligence and support from the coalition

The United States announced the renewal of intelligence cooperation. After a pause, the exchange of intelligence data was renewed  within the framework of agreements, including a temporary ceasefire.

According to the Pentagon, support from the coalition (which the US actively leads) provides Ukraine with critical capabilities to protect its airspace and strengthen its defenses.

Assistance to Dnipropetrovsk region

USAID (through the Bureau for Humanitarian Assistance) provided one-time financial assistance of UAH 10,800 to vulnerable people in Dnipropetrovsk region.

Through the US-funded international organization Mercy Corps, internally displaced persons in the region can receive grants to rebuild/start a business.

Two 40-foot containers arrived in Dnipropetrovsk region from American partners (Support Hospitals in Ukraine, Project C.U.R.E.) with medical humanitarian aid includes equipment, consumables and multifunctional beds.

On 17 November 2025, supported by Dnipropetrovsk Regional Council and Dnipropetrovsk Investment Agency (DIA) Lozuvatska community signed a memorandum of cooperation with Elk River, Minnesota, USA. After the war ends, there will be many opportunities for joint economic and infrastructure projects. From initiatives in the agricultural business to logistics and management solutions where the experience of Elk River will be very useful.

The United States continues to be an important trade and investment partner for the Dnipropetrovsk region. The high level of partnership is evidenced by a bilateral analysis of external activity. The country ranks 6 among exporters from Dnipropetrovsk region and 5 in terms of imports of goods among countries worldwide.

According to the results of 2024, the volume of exports of goods from Dnipropetrovsk region increased 2.2 times ($363.2 million), which accounted for 6.1% of the total volume of exports of goods from the region. Among the goods that are most in demand among American consumers are ferrous metals and products thereof, parts for railway locomotives, machinery and equipment.

More than 70 enterprises from Dnipropetrovsk region carried out export operations.

The main exporting companies are enterprises in the metallurgical complex, processing industry and mechanical engineering.

According to the volume of exported products, the TOP-5 exporter enterprises include the following:

Imports of goods from United States to Dnipropetrovsk region amounted to $304.2 million (5.6% of the total volume of imports of goods from the region) and increased by 70% compared to 2023. Dnipropetrovsk region traditionally bought oil and its distillation products, plastics and polymer materials, land transport vehicles, machinery and equipment, etc.

Import operations were carried out by more than 320 companies.
