UAH 21.8 billion of grant funds from the Government of Japan will be allocated for Ukraine’s recovery projects

The Cabinet of Ministers of Ukraine has decided to allocate UAH 21.83 billion in grants to implement the Emergency Recovery Programme through a special fund of the state budget. These funds were received in accordance with the grant agreements between the Government of Ukraine and JICA – Japan International Cooperation Agency signed on 9 March and 13 April 2023. The Government also approved the Procedure for the use of funds provided under these grant agreements.
“Despite the russian aggression and the enormous destruction caused by the war, in 2023 we managed to move from a survival economy to recovery processes. First of all, we are talking about meeting the basic needs of our citizens and restoring critical infrastructure. In the spring, we signed two grant agreements with the Japan International Cooperation Agency totalling over USD 500 million. These funds are being used for urgent projects in the areas of transport, humanitarian demining, strengthening the energy system, and restoring the agricultural, healthcare and education sectors. In particular, according to the Government’s decision, the State Agency for Restoration and Infrastructure Development will receive UAH 7.92 billion. “I would like to thank the Government of Japan for its systematic assistance to Ukraine. Such support is extremely valuable and allows us to implement rapid and humanitarian recovery projects in a timely and high-quality manner. For our part, we coordinate and ensure maximum transparency and accountability for the successful implementation of the agreements,” said Oleksandr Kubrakov, Deputy Prime Minister for Restoration of Ukraine, Minister for Communities, Territories and Infrastructure Development of Ukraine.
The agreements stipulate that the grant funds will be used to improve and support the following areas:
  • equipment for humanitarian demining;
  • transport services;
  • energy services;
  • demolition waste management;
  • water supply;
  • medical equipment;
  • equipment for the provision of educational services;
  • agricultural sector;
  • public broadcasting sector;
  • public utilities at the level of local governments.
Background
The Japan International Cooperation Agency (JICA) coordinates the Government of Japan’s official assistance to other countries. The Agency resumed its work in Ukraine in early 2023.
