The Verkhovna Rada of Ukraine has ratified the Free Trade Agreement between Ukraine and Turkey. The document creates new opportunities for Ukrainian exports, the development of the processing industry, the attraction of investment, and the integration of Ukrainian producers into regional value-added chains.
The Agreement provides for the full liberalization of access to the Turkish market for 84% of Ukrainian goods. For certain sensitive product lines, tariff quotas or transitional mechanisms will be applied to ensure the gradual adaptation of the market.
Turkey is one of Ukraine’s key trading partners. In 2025, it ranked second in terms of the volume of Ukrainian exports and third in terms of total trade turnover. Bilateral trade between the countries grew to USD 7.9 billion, and Ukrainian exports — to USD 2.7 billion.
“Turkey is already one of Ukraine’s key trading partners today. The volume of trade turnover confirms the significant potential of the economic partnership between our countries. The Free Trade Agreement creates new opportunities for Ukrainian business — from expanding sales markets to developing the production of value-added goods and attracting investment. At the same time, our task is to ensure that these opportunities work to the maximum benefit of the Ukrainian producer. That is why we are in constant dialogue with business and are consistently implementing the ‘Made in Ukraine’ policy, expanding business support instruments, and working to improve conditions for investment and fair competition,” noted the Minister of Economy, Environment and Agriculture of Ukraine, Oleksii Sobolev.
The Agreement also introduces the updated pan-Euro-Mediterranean rules of origin. This will allow Ukrainian producers to use Turkish materials and components while preserving the preferential origin of their products for further export to European Union countries. In this way, Ukrainian enterprises will be able to integrate more actively into European and regional production chains.
The ratification of the Agreement is a further step in implementing the state policy of export development and support for the national producer. In parallel, the Ministry of Economy continues to refine the instruments of the “Made in Ukraine” policy — in particular, with regard to stimulating investment, modernizing production, developing the processing industry, and establishing a level competitive playing field for Ukrainian business. This will allow enterprises to take full advantage of the opportunities opened up by the free trade area with Turkey.
The Free Trade Agreement between the Government of Ukraine and the Government of the Republic of Turkey was signed on 3 February 2022 in Kyiv. It will enter into force after Ukraine and Turkey complete all the necessary domestic procedures.
