EU recommendations to facilitate the unhampered movement of cargo, availability of goods and services under TEN-T.

The EU has developed recommendations to facilitate the unhampered movement of cargo, availability of goods and services under the Trans-European Transport Network (TEN-T), in which Ukraine is included.

This was announced by Deputy Minister of Infrastructure of Ukraine Nataliia Forsiuk, noting that: “In the EU they consider assistance to the work of carriers very important, because the support of sustainable trade turnover is the support of the functioning of the economies of European countries. Recommendations should help those who put themselves in danger, from city to city, from country to country delivers the people need things: products, personal protective equipment, medicines and any other goods”.

Recommendations should help those who put themselves in danger, from city to city, from country to country delivers the necessary things to people: products, personal protective equipment, medicines and any other goods”.

In particular, the recommendations state::

  • The registration of freight vehicles drivers for border crossing on the roads of the Trans-European Transport Networks, including any checks and health screening, should not take more than 15 minutes.;
  • During customs clearance, drivers may not leave the cabins of their vehicles, including when filling out forms and blanks, and the receipt, inspection and return of paper documents by national control officials should be carried out at a minimum safe distance;
  • Waiting time and unhampered movement should be provided to representatives of all carrier companies: drivers, machinists, pilots and their crews, on conditions that none of them has symptoms of illness.

According to experts of the Reform Support Team at the Ministry of Infrastructure of Ukraine, jointly ensuring the constancy of cargo movement, availability of goods and basic services within TEN-T, European countries create the necessary prerequisites for rapid overcoming of the negative consequences of the coronavirus pandemic for national economies and effective adaptation of international logistics to new realities.
