Doing business
On 10–11 July 2025, the fourth Ukraine Recovery Conference (URC2025) is taking place in Rome. This annual international event is dedicated to the rapid recovery and long-term reconstruction of Ukraine after russia’s full-scale aggression. Dnipropetrovsk region is presenting 12 investment projects selected for the official URC2025 catalogue. These include industrial parks, manufacturing in the fields of engineering, chemical industry, metalworking, packaging materials, as well as healthcare and logistics. Dnipropetrovsk Investment Agency, together with Kyiv School of Economics, coordinated the submission of projects from the region.
For the fourth consecutive year, Italy has supported Ukraine by providing military, financial, and humanitarian assistance and facilitating infrastructure reconstruction. Throughout this period, Italy has remained a reliable partner to Ukraine, demonstrating comprehensive support, particularly within the framework of its presidency of the G7 this year.
Military assistance
The Italian Parliament approved the extension of military support to Ukraine until December 31, 2025, allowing for the rapid delivery of equipment and supplies. Italy has provided ten military aid packages, including:

Financial support
As part of the ERA (Extraordinary Revenue Acceleration Loans for Ukraine) initiative, Italy contributed €45 billion to Ukraine from the proceeds of frozen russian assets. In January 2025, the EU provided the first tranche of €1 billion to support priority public spending.

Humanitarian and infrastructure assistance

In February 2024, Italy signed a €200 million loan agreement with the EBRD to purchase critically needed equipment for Dnipro and Middle Dnipro Hydroelectric Station, as well as to provide emergency financial support to the company. This will ensure the region’s energy security despite the effects of shelling. The initiative is a significant step in restoring hydropower and strengthening the energy resilience of Dnipropetrovsk and Zaporizhzhia regions.
In 2024, Italy implemented the Emergency Support for Dnipro project through the ALDA organization. Temporary housing was created for displaced persons, art therapy was organized, and psychological and humanitarian assistance was provided. Despite constant shelling, the project has reached vulnerable populations and serves as a long-term support initiative.
In 2025, Italy donated 16 ambulances to Ukraine, which were distributed across the Chernihiv, Sumy, Kharkiv, Mykolaiv, Dnipropetrovsk, Zaporizhzhia, Kherson, and Donetsk regions.
Together with the Sant’Egidio community, Italy continuously supplies food packages to combat zones, particularly in Donetsk, Kharkiv, and Dnipropetrovsk regions. Since the start of the full-scale war, approximately 370,000 food packages and medicines have been delivered to over a million people.

Foreign trade
Italy is an important foreign trade partner for the region, ranking 8th among exporters and 7th among importers worldwide. According to the results of 2024, the volume of exports of goods from Dnipropetrovsk region amounted to $251.1 million and increased by 41.6% compared to 2023. Italian companies are most interested in ferrous metals and products made from them, ores and slags, fats and vegetable oils, etc.
100 enterprises in the Dnipropetrovsk region exported their products to the Italian market, including mining and metallurgical complex, agro-industrial complex, machine-building, food and processing companies.
Imports of goods from Italy to Dnipropetrovsk region decreased by 3.2% compared to 2023 and amounted to $177.6 million.
490 import companies in the region purchased pharmaceutical products, machinery and equipment, ferrous metals, alcoholic and non-alcoholic beverages, etc.
Import operations were mainly carried out by food and processing companies, trading companies and pharmaceutical companies.
