The Cabinet of Ministers of Ukraine plans to expand the 5-7-9 loan program for the installation of small power plants. This includes distributed generation projects such as small biofuel power plants, highly maneuverable gas-fired power plants, and energy storage systems.
One of the tools that has proven itself very well and that the government can offer to businesses is concessional lending under the 5-7-9 program. The Government is currently preparing a decision to expand this program to include distributed generation projects, which provides up to UAH 150 million in loans on preferential terms. This is enough to implement small projects that will help restore Ukraine’s energy capacity.
The Ministry of Energy emphasized that since the beginning of spring 2024, Russia has destroyed up to 9 GW of electricity generation capacity in Ukraine. The government expressed hope that businesses would join in the restoration of power capacity and the development of distributed generation. To do so, it needs access to financial resources, which is why the Cabinet of Ministers has launched the 5-7-9 program.
The government is also working with partners from the EBRD and the European Investment Bank to quickly attract Ukraine Facility funds for energy restoration.
In addition, through public-private partnerships, municipal authorities are encouraged to implement their own projects to increase the energy capacity of district heating companies.
The DIA investment portal presents 2 SPP construction projects from the Vakulivska community and business, as well as a proposal from the Pokrovska community to build a wind farm. We invite investors in the Dnipro region to join these initiatives and contribute to the development of clean energy in Ukraine.
Thus, the expansion of the 5-7-9 loan program opens up new business opportunities and contributes to the restoration of Ukraine’s energy independence.
