The Pulse platform has come into effect as an official state tool for digital interaction between business and Government

On 1 January 2026, Resolution No. 1304 of the Cabinet of Ministers of Ukraine came into force, launching a pilot project to digitise the interaction between executive authorities and business entities through the Pulse information and communication system. From now on, Pulse officially functions as a state tool for dialogue between the Government and businesses, collecting, analysing and using data from businesses to form regulatory decisions.

The resolution establishes the procedural rules for the system’s operation, defines the roles of key participants and sets mandatory deadlines for processing requests. In particular, appeals from entrepreneurs submitted through Pulse must be considered by executive authorities within a period of no more than 15 working days. This approach ensures the predictability of the process and the accountability of state bodies in their interaction with business.

The practical implementation of these procedures already demonstrates the scale and demand for the tool. As of 1 January 2026, the Pulse platform has collected nearly 350,000 ratings and over 30,000 comments from entrepreneurs across Ukraine. This data is used in the process of shaping public policy, in particular for preparing decisions and removing regulatory barriers to business.

The Ministry of Economy, Environment and Agriculture of Ukraine is coordinating the implementation of the pilot project. It is responsible for developing and implementing the system’s software, as well as ensuring its integration with the information systems of central executive authorities. The necessary technical and information interaction between Pulse and other state systems has already been ensured, and the platform has been integrated into more than 300 websites of central and regional state authorities.

As part of the pilot project, all regional military administrations of Ukraine are connected to the Pulse platform. All central executive bodies, the Office of the President of Ukraine (with consent), the Government Contact Centre and the Business Ombudsman Council are also involved in the system. This composition of participants ensures end-to-end interaction between business and the state and allows entrepreneurs’ problems to be recorded at the national and regional levels of state administration.

The pilot project will be implemented over two years. Based on its results, a report and proposals will be submitted to the Cabinet of Ministers of Ukraine on further regulatory consolidation of the mechanism for data-based digital interaction between business and the state.
