Ukraine continues to integrate into the EU single market: new opportunities for digital development

This agreement is an opportunity for Ukrainian companies, together with their EU partners, to receive funding for projects in the transport, energy and digital sectors.

The total budget of the Programme for the participating countries until 2027 is EUR 21 billion (including EUR 2 billion for digital projects). The financing terms stipulate that up to 50% is covered by the Programme and the rest by the applicant.

The signing of this agreement is a significant step towards Ukraine’s integration into the European Union: from now on, Ukrainians will have access to secure infrastructure development projects, including gigabit networks and 5G. In particular, high-performance telecoms infrastructure is an important advantage of Ukraine over the enemy and a key condition for opening offices of international technology giants in Ukraine. The Programme is open to projects of common interest, in particular for the development of backbone networks connecting the EU with third countries.

Competitions for the development of backbone networks were open to Ukraine before the signing of the Agreement, as the Ministry of Digital Transformation informed earlier.

In the spring, several Ukrainian companies began cooperation with EU countries to submit joint applications under the call for proposals for the development of the Backbone Connectivity for Digital Global Gateways. The results of the selection process will be announced in July.
