In February 2025, the new version of the guide “Investment Incentives for Industrial Parks” was updated which includes four industrial parks in the Dnipropetrovsk region

  • “Innovation Forpost” (61.4 ha, the management company is ME “Dnipro Development Agency”);
  • “Kryvbas” (26 ha, the management company is ME “Kryvyi Rih City Development Institute”);
  • “EcoSteel” (24 ha, the management company is “Langwidge Universe” LLC);
  • “Zhovti Vody” (10 ha, initiator – “Industrial Park Zhovti Vody” LLC).

Among these, the Industrial Park “Innovation Forpost” in the city of Dnipro stands out, which became the first in Ukraine to receive state support for the construction of a 150/10 kV substation in the amount of UAH 150 mln. The project is currently underway, which will significantly increase the park’s energy independence and capacity. Two industrial buildings are also being restored, which will be used to house the park’s residents in March 2025. For potential park participants, we would like to remind you that the priority areas of the industrial park are manufacturing:

  • drones, robotics, and other engineering products
  • long-life rechargeable batteries;
  • metal alloys with the use of nanodispersed impurities;
  • foam glass with a high level of strength and thermal conductivity;
  • computer services.

Industrial Park Kryvbas is positioned as a point of growth for the region’s economy and industrial recovery during the war and post-war period. The management company, ME “Kryvyi Rih City Development Institute”, has implemented a number of important stage

  • the project concept was approved;
  • engineering, geological and geodetic works were carried out on the land plot;
  • a preliminary feasibility study was developed

The priority areas for the development of Industrial Park “Kryvbas” are:

  • engineering and metalworking;
  • production of construction materials (plumbing, cable and wire products, etc.)
  • transport and logistics center;
  • information technology (IT) and production based on the use of innovative technologies;
  • production and processing of agricultural products;
  • equipment repair and maintenance (including production of elastomeric materials);
  • research and development activities, production of equipment and equipment for “green” energy.

We also note a trend that private companies, rather than municipalities, have been initiating the creation of industrial parks in recent years. This demonstrates the effectiveness of the incentive mechanisms introduced by the state within the framework of industrial parks. In addition, it shows the growing demand for specialized industrial zones and the desire of businesses to create comfortable conditions for their own development. Two recent parks are examples:

  • “EcoSteel” – focused on the production of metallurgical products, metalworking, construction materials, metallurgical waste processing and logistics;
  • “Zhovti Vody” – specializes in the chemical industry, production of fertilizers, plastics, paints and varnishes, alternative energy, as well as scientific and technical activities and the IT sector.

As part of the current legislation, the government offers a number of incentives for companies planning to locate production in industrial parks:

  • 10-year income tax exemption (subject to reinvestment in development)
  • VAT exemption on the import of new equipment;
  • exemption from import duties on equipment for parks;
  • reimbursement of costs for connection to engineering and transportation networks;
  • real estate tax exemptions (as decided by local authorities).

The industrial parks of Dnipropetrovsk region have the potential to play an important role in the development of the post-war regional economy by creating new jobs and introducing innovative technologies. Government incentives provide existing preferences for investors, making industrial parks an attractive area for investment.
